Kansai has many tourist passes, run by different railway companies, and they change often. In 2026, for example, JR West stopped selling its paper Kansai Area Pass and moved to a smartphone-based WEST QR version. This guide compares the main passes with real one-way fares, so you can see whether a pass actually saves money for your plan.
All prices were checked on official websites on November 2, 2026. JR fares come from JR West’s official route search for trains around 10:00 a.m. on November 10, 2026, and are basic fares without paid seats. Dollar amounts are my own conversion at ¥157.80 = $1 (the MUFG Bank mid-rate on November 2, 2026).
Quick answer
- Most short trips do not need a pass. A JR round trip from Osaka to Kyoto is ¥1,160 (about $7), while the 1-day WEST QR Kansai Area Pass is ¥2,700 (about $17).
- A JR pass can pay off on your arrival day if you take the Haruka airport express with a reserved seat: Kansai Airport to Kyoto is ¥3,590 (about $23) with a reserved seat, more than the ¥2,700 1-day pass.
- The Osaka Amazing Pass (¥3,500 for 1 day, about $22) makes sense only if you also use its free entry to participating attractions. For trains alone, Osaka Metro’s Enjoy Eco Card is ¥820 on weekdays (about $5).
- For everything else, use an ICOCA card. It costs ¥2,000 (about $13), including a ¥500 deposit, and must be bought with cash.
Start with real fares: what common trips cost without a pass
Most single trips between Kansai cities cost under ¥1,500, so a pass only pays off when you ride a lot in one day or use an airport express.
| Trip (one way, adult) | Train | Time | Fare |
|---|---|---|---|
| Osaka → Kyoto | JR Special Rapid | 29 min | ¥580 (about $4) |
| Osaka → Nara | JR Yamatoji Rapid | 50 min | ¥840 (about $5) |
| Osaka-Namba → Kintetsu-Nara | Kintetsu | — | ¥680 (about $4) |
| Osaka → Sannomiya (Kobe) | JR Special Rapid | 21 min | ¥420 (about $3) |
| Osaka → Himeji | JR Special Rapid | 1 h 3 min | ¥1,460 (about $9) |
| Kansai Airport → Kyoto | JR Haruka, reserved seat | 1 h 18 min | ¥3,590 (about $23): fare ¥1,860 + reserved seat ¥1,730 |
| Kansai Airport → Shin-Osaka | JR Haruka, reserved seat | 50 min | ¥3,070 (about $19): fare ¥1,340 + reserved seat ¥1,730 |
| Kansai Airport → Osaka | JR Kansai Airport Rapid | — | ¥1,180 (about $7) |
| Kansai Airport → Namba | Nankai Airport Express | 45 min | ¥970 (about $6) |
| Osaka Metro, one ride | Subway | — | ¥190 to ¥390 by distance |
JR and Nankai times are for the specific trains shown in the official route searches; other trains may take longer. The JR fares to Nara and Himeji do not include optional paid seats (Rapid Ureshi-to and A-Seat), which the route search added to its first result.
JR passes: WEST QR Kansai Area Pass and Kansai Wide Area Pass
The JR Kansai Area Pass is now sold as a smartphone ticket (WEST QR), and it pays off mainly on days with a Haruka ride or long JR trips.
JR West says sales of the paper Kansai Area Pass ended on September 30, 2026, and passes bought by then remain valid for their validity period. The WEST QR Kansai Area Pass replaces it.
| WEST QR Kansai Area Pass | Adult price |
|---|---|
| 1 day | ¥2,700 (about $17) |
| 2 days | ¥4,700 (about $30) |
| 3 days | ¥5,500 (about $35) |
| 4 days | ¥6,700 (about $42) |
- What it covers: unlimited rides on non-reserved seats on the Limited Express Haruka and ordinary trains (including Special Rapid and Rapid trains) in the pass area, plus a reserved seat on the Haruka twice. It does not cover the Shinkansen, and paid seats such as the A-Seat cost extra.
- Who can buy it: visitors with a passport issued by a foreign government who enter Japan as a “Temporary Visitor.”
- How to buy: buy a WEST QR voucher from a travel agency outside Japan, then register it on the WEST QR website. JR West says it cannot be bought at travel agencies in Japan or through JR-WEST ONLINE TRAIN RESERVATION. You need a smartphone with internet access (a companion’s phone also works).
- Validity: from 4:00 a.m. on the first day to midnight on the last day. No refunds after you press “Use ticket.” JR West notes the information is current as of December 1, 2025.
Does the JR pass pay off? Three examples
- One day, Osaka to Kyoto and back: ¥1,160 (about $7) in regular JR fares vs. ¥2,700 (about $17) for the 1-day pass. Pay per ride.
- Arrival day, Kansai Airport to Kyoto on the Haruka with a reserved seat: ¥3,590 (about $23) vs. ¥2,700 (about $17) for the 1-day pass, which also covers other JR rides that day. The pass is cheaper.
- Two days: Haruka to Shin-Osaka with a reserved seat on day 1, and Osaka to Himeji and back on day 2: ¥3,070 + ¥2,920 = ¥5,990 (about $38) in regular fares vs. ¥4,700 (about $30) for the 2-day pass. The pass saves ¥1,290 (about $8).
JR West also sells a discounted HARUKA One-way Ticket to foreign visitors. It announced a price change for tickets sold from November 1, 2026, and I could not confirm the new prices, so check the current price on the official HARUKA One-way Ticket page and compare it with the 1-day pass before buying.
Kansai Wide Area Pass: ¥12,000 (about $76) for 5 days. It adds reserved seats on the Sanyo Shinkansen between Shin-Osaka and Okayama and on limited express trains such as the Haruka, Kuroshio, Konotori, and Super Hakuto. The same foreign passport and “Temporary Visitor” rules apply. It suits trips that go beyond the Kyoto–Osaka–Kobe–Nara area.
Osaka passes: Osaka Amazing Pass vs. Enjoy Eco Card
Choose the Osaka Amazing Pass only for sightseeing days with several participating attractions; for transportation alone, the Enjoy Eco Card is much cheaper.
- Osaka Amazing Pass: ¥3,500 (about $22) for 1 day or ¥5,000 (about $32) for 2 days, the same price for adults and children. It covers Osaka Metro, Osaka City Bus (some routes excluded), the New Tram, and Hankyu, Hanshin, Keihan, Kintetsu, and Nankai trains mainly within Osaka City, and it includes entry to participating attractions on the day of use. JR is not included. It is sold online and at the Kansai Tourist Information Center, and its current sales period is March 25, 2026 to March 31, 2027. One “day” runs from 3:00 a.m. to 2:59 a.m. the next day.
- Enjoy Eco Card (Osaka Metro 1-day pass): ¥820 (about $5) on weekdays and ¥620 (about $4) on weekends and holidays for adults. It covers all Osaka Metro and Osaka City Bus lines (with a few exceptions) and is sold at subway ticket machines.
With Osaka Metro fares of ¥190 (up to 3 km) and ¥240 (3 to 7 km), the weekday Enjoy Eco Card pays off after about four rides of 3 to 7 km, or five short rides.
Nara, Kyoto, and the private railways
For a simple round trip, regular fares are usually cheaper than private railway passes; the passes help only when you add several stops.
- Kintetsu Rail Pass: 1 day ¥1,900 (about $12), covering Osaka-Namba to Kintetsu-Nara and a few other sections; 2 days ¥3,700 (about $23), covering all Kintetsu lines in Osaka, Nara, and Kyoto prefectures. It is exclusively for foreign visitors, and limited express trains need an extra ticket. A simple round trip from Osaka-Namba to Kintetsu-Nara is ¥1,360 (about $9), less than the 1-day pass.
- Keihan Kyoto-Osaka Sightseeing Pass: ¥1,650 (about $10) for 1 day or ¥1,850 (about $12) for 24 hours (digital only). The Kyoto-only version is ¥1,100 (about $7) for 1 day. They cover the Keihan Main Line (not the Otsu Line), the Uji Line, the Katano Line, and the Iwashimizu-hachimangu cable car. A round trip from Yodoyabashi to Fushimi-Inari is ¥960 (about $6), so the pass pays off only if you add more stops, such as Uji.
- Kyoto City Subway & Bus 1-day Pass: ¥1,100 (about $7) for adults, valid on the day you start using it, on all subway lines, city buses, and some Kyoto Bus, Keihan Bus, and JR Bus routes.
- Hankyu One-Day Pass: ¥1,300 (about $8, adults only, credit card payment only). The Hankyu-Hanshin One-Day Pass is ¥1,600 (about $10).
- KANSAI RAILWAY PASS LITE: ¥5,200 (about $33) for 2 days or ¥6,500 (about $41) for 3 days for adults. It does not cover JR, the Kyoto Municipal Subway, Randen, the Keihan Otsu Line, or buses.
Nankai says sales of its NANKAI ALL LINE 2day Pass have ended.
ICOCA: the simplest option for most visitors
An ICOCA IC card is the easiest way to pay fares in Kansai when no pass saves you money.
- Price: ¥2,000 (about $13), which includes a ¥500 deposit, so ¥1,500 can be used for fares or shopping. JR West says ICOCA cannot be bought with a credit card.
- Design for foreign visitors: JR West sells an original-design ICOCA exclusive to foreign visitors at the JR ticket office (Midori-no-madoguchi) at Kansai Airport Station, one per person, for ¥2,000 including the deposit.
- Getting your deposit back: return the card at a JR West ticket office. If your remaining balance is no more than the refund fee, JR West returns only the ¥500 deposit.
Common questions
These answers are based on the official pages listed in the sources.
Is the Kansai Thru Pass still sold?
The official SURUTTO KANSAI English site now promotes the KANSAI RAILWAY PASS LITE. I did not find an official notice about the Kansai Thru Pass, so check with the operator if you see it mentioned elsewhere.
Can I use a Japan Rail Pass or a JR Kansai pass on the Shinkansen to Tokyo?
The WEST QR Kansai Area Pass does not cover the Shinkansen. The Kansai Wide Area Pass covers the Sanyo Shinkansen only between Shin-Osaka and Okayama, and JR West lists the Tokaido Shinkansen as not covered.
